Export Requirements for plants, plant products and produce to the European Union
Introduction
This guidance is only valid from 01 January 2021. For further information see import and export guidance from 1 January 2021.
This guide provides guidance on the export regulations for plants, plant produce and other regulated objects which are subject to phytosanitary control. For full details please refer to European Union (EU) Commission Implementing Regulation 2019/2072 and the EU’s Emergency Measures legislation.
This is the UK’s interpretation of the current import regulations to the EU. When you export regulated plants and plant products to the EU, you need to:
Check whether a phytosanitary certificate (PC) is required by contacting the plant health authority or a plant health inspector in the destination country (https://www.ippc.int/en/countries/all/list-countries);
Apply for a PC from the relevant GB plant health authority before export;
Check if your plants require laboratory testing of samples to ensure they are free from pests and diseases or inspections during the growing season - contact your local plant health inspector to find out if your plants need these tests before applying for a PC.
Plants, fruit, vegetables, cut flowers, soil and other regulated objects (for example machinery) fall into 5 categories:
- ‘prohibited’ plants you cannot export to the EU unless you get a scientific research licence or an exception (‘derogation’) to the rules - these are labelled as ‘prohibited’
- ‘prohibited (pending risk assessment)’ plants you cannot export to the EU unless they have been risk assessed by the European Food Safety Authority (EFSA) - these are labelled as ‘prohibited (pending risk assessment) - it does however exclude in vitro material, naturally or artificially dwarfed woody plants for planting of those genera
- ‘regulated and notifiable’ material you can only export to the EU with a phytosanitary certificate and must be notified in advance of landing to EU Member State - these are labelled as ‘regulated and notifiable’
- ‘regulated’ material you can only export to the EU with a phytosanitary certificate but may not require advanced notification of landing and could be subject to a lower frequency of checks - these are labelled as ‘regulated’
- ‘unregulated’ material you can export to the EU without any conditions - these are labelled as ‘unregulated’
Commodities covered by prohibitions include both commodities covered under Annex VI of 2019/2072 and the Commission Implementing Regulation 2018/2019 for High-Risk Plants.
The guide is divided into the following commodity groups:
- plants for planting
- fruit
- seeds for planting
- cut flowers, parts of plants and vegetables
- tubers (including potatoes)
- other
This guide will only refer to exports from Great Britain (GB), which includes England, Wales and Scotland to the EU. GB will be treated as a third country by the EU from the 01 January 2021. Where all third countries are stated in this guide this is inclusive of the geographical groupings mentioned below, unless otherwise exempted by a previous entry.

Switzerland is regarded as an EU country unless shown otherwise below or included as a European country above.
This document is only to be used for guidance and exporters should still contact the importing Member State in the European Union to confirm what the import requirements and processes are before exporting. The EU’s legislation, including emergency measures can be found on the EU’s website.
Plants for planting
All plants for planting are regulated. They’re either regulated and require pre-notification or are prohibited.
Plants for planting include, but are not limited to:
● Plants including aquatics and marginal aquatic plants
● bulbs
● tubers, corms and rhizomes
● rhizomes
● algae
A full definition of plants for planting can be found in Article 2 of the Plant Health Regulation 2016/2031.
Trees, shrubs and, annual, biennial and perennial plants may also be subject to special requirements.
