Extension of easement to allow UK Plant Passports to be attached in EU Member States

Last updated on: 14 October 2026

The UK Government is currently negotiating an EU-UK SPS agreement that will make agri-food trade with our biggest market cheaper and easier. The deal will cut costs and red tape for British producers and retailers, who export to and import from the EU, making supply chains more resilient. The Government remains committed to concluding a UK/EU SPS Agreement, with businesses realising the benefits of that agreement in 2027.

Following a review, the Plant Health Service in Great Britain have agreed to extend an easement that allows draft UK Plant Passports to be attached in EU Member States for plants for planting intended for final users to 31st January 2028.

The easement due to end on 31st January 2027 will now be extended until 31st January 2028, to align with the proposed extension of the Transitional Staging Period.

The existing requirement remains unchanged: UK Plant Passports will only become valid once a visual check has been completed and recorded by the UK Professional Operator, who must confirm that all UK Plant Passport requirements have been met.

More information on the UK Plant Passports scheme is available on the Plant Health Portal here as well as on GOV.UK here.
