Register for PHES

Please follow these steps to register as a business, organisation or individual for the Plant Health Export Service (PHES)

Step A: Create a Government Gateway Account

Go to https://exporter.apply-plant-export-certificates.service.gov.uk. This will take you to the ‘How do you want to sign in?’ page. Choose either the ‘Sign in with GOV UK One Login’ radio button (go to step A1) or ‘Sign in with Government Gateway’ radio button (go to step A2) and click ‘Continue’. You can complete both types of sign in account or just pick one. 

Step A1: Create a One Login Account

  1. On the next screen click the 'Create your GOV.UK One Login’ button.
  2. Enter your e-mail address.
  3. You will receive a 6-digit code to your email address. Enter the 6-digit code to confirm your email address and click ‘Continue’.
  4. Create a password and confirm your password. Then click ‘Continue’.
  5. On the ‘Choose how to get security codes’ screen, select either Text message or Authenticator app and press ‘Continue’
  6. Complete the security code process to create your GOV.UK One login and press ‘Continue’ to use the service.
  7. You now need to register for a Defra account. Click ‘Continue Registering for a Defra Account

Step A2: Create a Government Gateway Account

  1. On the ‘Sign in using Government Gateway’ screen’ scroll down to ‘New users of Government Gateway’ and select 'create sign in details’.
  2. Enter the email address you want associated with your Government Gateway account and click ‘Continue’.
  3. You will receive a 6-digit code to your email address. Enter the 6-digit code to confirm your email address and click ‘Confirm’.
  4. Your email address will be confirmed, click ‘Continue’.
  5. Enter your full name and click ‘Continue’.
  6. Create a password and confirm your password. Then click ‘Continue’.
  7. You have now created a Government Gateway Account. This 12-digit ID and password is to be used each time you log into your account. Please remember to make a note of your Government Gateway ID and password.  Click ‘Continue’.
  8. You now need to register for a Defra account. Click ‘Continue Registering for a Defra Account’.

 

Step B1: Creating a Defra Account for your UK based Business or Organisation (go to step B2 if you are an individual)

  1. Please read the ‘Your Defra account terms and conditions’ detailing how we process and store your data and agree to the terms and conditions. Click ‘Accept and Continue’.
  2. Please read through ‘What we need from you’, Click ‘Continue’.
  3. On the ‘Are you registering as a business or organisation?’ Select ‘Yes, and I have permission to create an account’ if you are registering as a business/sole trader or as an Individual (go to step 4). If registering as an Individual go to Step B2.
  4. Choose where the business or organisation is registered to trade, select the UK radio button and click ‘Continue’.
  5. If your business or organisation is registered with Companies House, select ‘Yes’, and click ‘Continue’. If your organisation is not registered with Companies House, choose ‘No’ and click ‘Continue’, then go to step 10 to complete the sole trader/charity journey.
  6. Choose yes to Registration Number, click ‘Continue’.
  7. Enter your Companies House number and click ‘Continue’.
  8. Confirm this is your business by selecting ‘Confirm and Continue’.
  9. Add in your business’s telephone and e-mail address (go to step 17).
  10. Select Sole Trader (go to step 12) or Charity (go to step 11) and click ‘Continue’.
  11. On the ‘Where is the charity registered?’ screen, choose a country and enter your registered charity number and press ‘Continue’. On the next screens enter the registered name of the charity and the next screen, the postcode and address. Click ‘Continue’. Go to step 14.
  12. Enter you name or business name and click ‘Continue’.
  13. Enter your postcode and click ‘Search for postcode’.
  14. Enter your telephone number and email, click ‘Continue’.
  15. Enter your name, click ‘Continue’.
  16. Enter your telephone number, click ‘Continue’.
  17. Create a memorable word, click ‘Continue’.
  18. Check your answers, click ‘Confirm and complete registration’.
  19. Confirm you agree to the terms and conditions.
  20. Your registration is now complete. Please wait for 15 minutes before starting your first application by clicking ‘Start a new application’. 

Step B2: Creating a Defra Account for an individual / Private Citizen (this step is not required for businesses or organisations – go to Step C).

  1. Choose ‘No, as an individual for personal use’ radio button, click ‘Continue’. 
  2. Enter your first and last name, click ‘continue’.
  3. Enter your telephone number, click ‘Continue’.
  4. Enter your UK postcode’ click, ‘find address’ or enter the address manually.
  5. Select your address, click ‘continue’.
  6. Create a memorable word, click ‘continue’.
  7. Check your answers and click ‘Change’ to amend anything if required, click ‘Confirm and complete registration’.
  8. Tick box to confirm you agree to the terms and conditions, click ‘Continue’.
  9. Your registration is now complete. Please wait for 15 minutes before starting your first application by clicking ‘Start a new application’.

 

Step C: Adding team members to the organisation account (this only applies to Business and organisation Accounts)

You can now add team members to the account. The team member(s) can be another administrator like yourself (which allows them to add and remove team members) or you can give them standard access (service access only). We recommend that you have a minimum of two administrators for your account.

  1. Log into the Government Gateway account using your Government Gateway ID or log into your or into your One Login Account and password.
  2. From the dashboard, select ‘Manage account’ (top right).
  3. Click ‘Access your DEFRA account’ (bottom left).
  4. Click the hyperlink ‘Manage’ in the ‘Your accounts’ section.
  5. Under ‘Manage team access’, click the hyperlink ‘Add a team member’.
  6. Enter the email address of the person who you want to invite to your account and click ‘Continue’.

An invitation to join the account has been sent to the team member’s email address.  The team member will now complete a short registration process by clicking on the url within the invite (see Step A). Once complete, a notification email is issued to the administrator to allocate account roles, service and service role.

 

Step D: Assigning team member account, service and service role (this only applies to Business and organisation Accounts)

You will have received an email informing you that a team member has completed their registration. You now need to assign them an account service and service role. Click on the hyperlink ‘Give this person access to use online services’ within the email and follow the process below.

If not accessing the account via the hyperlink in the email, follow Step C. 

  1. Click ‘Manage team access’.
  2. Click on the hyperlink for the invited team member’s name.
  3. Click ‘Give account access’.
  4. Select admin or standard user and click ‘Continue’.
  5. The team member has been given access, click ‘Continue’
  6. Click ‘Give service access’.
  7. Select ‘Apply for a Phytosanitary Certificate’ and click ‘Continue’.
  8. Select the role (Plant Health Exporter) and click ‘Continue’.

The appropriate access has now been given to the team member, and an email has been sent to them to confirm their role. Repeat Step C to add more team members.
