Narcissus Bulb Export Requirements to the European Union and Northern Ireland
Consignments of Narcissus for export to the European Union and Northern Ireland must meet the below Additional Declarations (AD) for soil and Regulated Non-Quarantine Pests (RNQPS) requirements for a Phytosanitary Certificate (PC) to be issued.

(a) the plants have been inspected and no symptoms of Ditylenchus dipsaci (Kuehn) Filipjev have been observed on the lot since the beginning of the last complete cycle of vegation
or
(b) the bulbs have been found free from symptoms of Ditylenchus dipsaci (Kuehn) Filipjev, on the basis of visual inspections carried out at the most appropriate time to detect the pest, and packed for sale to the final consumer.

Potato Cyst Nematode (PCN)
PCN consists of both Globodera pallida and Globodera rostochiensis and are considered EU quarantine pests that are known to occur in the EU and GB. Equivalent Control Directives similar to the ones published by the EU are applicable in GB, these provisions can be found in Schedule 2 of the Official Controls (Plant Health and Genetically Modified Organisms) (England) Regulations 2019 and will need to be complied with.
Implementing the provisions of the above schedule and ensuring the special requirements to combat PCN by brushing or washing of the bulbs will limit the likelihood of PCN presence. However, soil if present, may still be subject to sampling on arrival in the EU.
Systematic PCN sampling of fields that are exporting bulbs will not be required, this will however be subject to review by Defra and APHA.
