Ware potatoes Export Requirements to the European Union and Northern Ireland

 

Consignments of ware potatoes for export to the European Union and Northern Ireland must meet the below requirements for a phytosanitary certificate to be issued.

Official statement that the consignment or lot does not contain more than 1% by net weight of soil and growing medium.

VII 15

 

Official statement that the tubers originate in:

(a) a country where Tecia solanivora (Povolny) is not known to occur,

or

(b) an area free from Tecia solanivora (Povolny) established by the national plant

protection organisation in accordance with relevant International Standards for

Phytosanitary Measures.

 
  •  Pest not present in the UK. Option (a) can be used.
VII 16

 

Official statement that:

(a) the tubers originate in countries known to be free from Clavibacter sepedonicus (Spieckermann and Kottho) Nouioui et al.;

or

(b) provisions recognised as equivalent to the provisions of Union law on combating Clavibacter sepedonicus (Spickermann and Kottho) Nouioui et al. in accordance with the procedure referred to in Article 107 of Regulation (EU) NO 2016/2031, have been complied with, in the country of origin.

 
  • Pest not present in the UK. Option (a) can be used.
VII 17

 

Official statement that:

(a) the tubers originate in areas known to be free from Synchytrium endobioticum (Schilb.) Percival (all races other than Race 1, the common European race), and no symptoms or Synchytirum endobioticum (Schilb.) Percival have been observed either at the place of production or in its immediate vicinity for an adequate period,

or

(b) provisions recognised as equivalent to the provisions of Union law on combating Synchytrium endobioticum (Schilb.) Percival in accordance with the procedure referred to in Article 107 of Regulation (EU) No 2016/2031 have been compiled with in the country of origin.

 
  • Present in the UK but area freedom can still be used. Option (a) can be used.
VII 21

 

Official statement that the tubers originate in areas in which Ralstonia solanacearum (Smith) Yabuuchi et al emend. Safni et al., Ralstonia pseudosolanacearum Safni et al., Ralstonia syzigii subsp. celebensis Safni et al. and Ralstonia syzigii subsq. indonesiensis Safni et al. are known to occur.

 
  • Pest present in the UK but can still meet area freedom. AD not required on PC as the PC acts as the official statement

(a) the consignment or the lot shall not contain more than 1% by weight of soil;

or

(b) official statement that the tubers are intended for processing at premises with officially approved waste disposal facilities which ensures that there is no risk of spreading BNYVV.

 

Only Applicable if being exported to:

  • France (Brittany)
  • Finland
  • Ireland
  • Portugal (Azores)
  • United Kingdom (Northern Ireland)

This point will override point 14 in Annex VII (if option (a) is selected, so will need to be included as an AD if being exported into one of the listed countries.

 

 

Potato Cyst Nematode (PCN):

Both Globodera pallida and Globodera rostochiensis are considered EU quarantine pests that are known to occur in the EU. Equivalent Controls Directives similar to the ones published by the EU are applicable in GB, these provisions can be found in Schedule 2 of the Official Controls (Plant Health and Genetically Modified Organisms) (England) Regulations 2019 and will need to be complied with. Brushing or washing of ware potatoes will limit the likelihood of PCN presence. Implementing the provisions of the above schedule to combat PCN and will also be required to ensure that consignments do not contain more than 1% by net weight of soil. However, soil if present, may still be subject to sampling on arrival to the EU.

Systematic PCN sampling of fields that are exporting ware potatoes will not be required this will however be subject to review by Defra and APHA.
